Alignment with the Latest Legislation: Mandatory Reporting of Child Abuse Ordinance
The Mandatory Reporting of Child Abuse Ordinance (Chapter 650 of the Laws of Hong Kong) officially came into effect on January 20, 2026. This legislation aims to elevate public awareness of child protection, prevent child abuse, and ensure that every child lives in a safe environment.
Key Policy Objectives of the Ordinance:
• Establishing a Comprehensive Protection Net: Mandating specified professionals in the education, social welfare, and healthcare sectors to report serious child abuse cases.
• Early Identification and Intervention: Achieving early detection, timely intervention, and prevention of abuse, while warning potential perpetrators.
• Ensuring Safe Growth: Safeguarding children’s well-being and supporting their secure development.
School Commitment and Policy Updates
As an educational institution providing services for young children, our school is fully committed to upholding children’s rights. We strictly adhere to the provisions of the United Nations Convention on the Rights of the Child, ensuring that young children enjoy the right to protection.
To align with the implementation of the new ordinance, our school has fully updated our school-based policies and guidelines. Furthermore, we actively participate in the “Child Safeguarding School” scheme driven by Plan International, working together to build a harm-free, loving growth environment for our children.

To integrate these policies into specific operational roles, our school has established the following rigorous prevention and response mechanisms:
• Appointment of a Child Safeguarding Officer: Dedicated to driving child protection policies, mitigating potential risks, and managing child abuse crises.
• Formation of a Child Safeguarding Crisis Management Team: Developing standard operating procedures through internal practical drills to ensure precise identification.
• Efficient Notification Procedures: Ensuring that preliminary assessments and reporting processes are completed within 24 hours to provide solid professional support for frontline teachers.

Staff Professional Qualifications
Prior to the official commencement of the ordinance, our team had already equipped themselves with the following professional certifications:
• All Teaching and Administrative Staff: Have completed the Basic and Professional Certificate Courses in “Child Safeguarding Policy”.
• Child Safeguarding Officer: In addition to the aforementioned certificates, our officer has also completed the CSFP Child Safeguarding Officer Certificate Course, the “Child Safeguarding Policy” Administration and Management Certificate, and the Social Welfare Department’s “Online Course on Child Protection” (all 4 modules).
• Frontline Teaching Team: A portion of our teachers have completed the Social Welfare Department’s “Online Course on Child Protection” (all 4 modules).
